Small burns (under 60cm x 60cm x 60cm, in an Outdoor Fire Container, or cooking fires) do not need a permit but must follow the by-law's standing conditions (15 km/hr wind limit, no burning during a Smog Alert, 8am-2am hours, etc.). Larger burns need an Open Air Burning Permit from the Fire Chief, valid for 7 days or less.

What the by-law says

General prohibition (Section 2.1)

No person shall set, maintain, or permit to be set or maintained, an Open Air Burning except as authorized under this By-law.

Wind threshold (Section 3.4(a)(viii))

shall ensure the Wind Speed does not exceed 15 km per hour during the Open-Air Burning.

Smog alert prohibition (Section 3.4(a)(x))

shall not burn if a Smog Alert has been declared.

Weather condition (Section 3.4(a)(ix))

shall not burn if it is rainy or foggy.

Small fires without a permit (Section 3.1(b)(iii))

shall not burn or attempt to burn a volume of combustible material greater than 60 centimetres (2') wide by 60 centimetres (2') long by 60 (2') centimetres high, except if a permit from the Township of Moonbeam has been issued and approved by the Fire Chief.

Permitted fires >60cm (Section 3.3(b))

the applicant shall pay the Application Fee and, if the application is approved, a Permit Fee as set out in the applicable Fees and Charges By-law... shall not have a fire larger than 5 metres (16.5') in length, by 5 metres (16.5') in width, by 5 metres (16.5') in height... A Permit shall only be valid for the date indicated on the Permit, or 7 days after the Permit has been issued, whichever is shorter.

Normal farm practice exemption (Section 4)

A person may conduct an Open Air Burning if it is part of a normal farm practice carried on as part of an agricultural operation, as those terms are defined in the Farming and Food Production Protection Act, 1998... and subject to the conditions set out in this Part.
